From this introduction, I think that only the context and a summary of the existing knowledge are clearly stated. The author states Rwandan context with a shortage in health professionals, describes the existing knowledge on the matter and how the Rwandan government have tried to address the issue. However, the author does not describe the purpose of the study, the methodology and possible impact of the study.
