This course provides an introduction to key concepts of health financing. Students will have an in-depth look at issues and current debates in Health financing affecting particularly low-income countries.
Your participation includes reading all the materials assigned for each session, completing individual as well as group assignments. You are also expected to actively participate in forum discussions.
You will find here below the course syllabus that includes the description of the course, learning outcomes, course assessment and calendar of work. The list of readings for each session is also available and reading materials are also uploaded under each session on this website.

This session will introduce students to the concepts of health system's building blocks and Universal Health Coverage (UHC). We will go over the functions of a health system and how they contribute to UHC.
Learning outcomes: At the end of this session, students will be able to:
- Describe the functions of a health system
- Define the health financing function
- Explain the concept of Universal Health Coverage
- Discuss how UHC can be assessed

This session will focus on the first health financing function: Revenue collection. students will discuss the different mechanisms countries use to mobilize resources for health.
Learning outcomes: At the end of the session, students will be able to:
- Define what revenue collection is
- Describe the existing mechanisms for revenue collection
- Assess every revenue collection mechanism

Pooling in health financing serves to spread the financial risk associated with the need to use and pay for health services. This session will dive into this function.
Learning outcomes: At the end of the session, students will be able to:
- Define fund pooling and how it relates to UHC
- Describe the characteristics of an effective risk pool

This session will discuss purchasing of health services. In the context of UHC and the SDG, it is critical for countries to move from passive to strategic purchasing in order to achieve efficiency and quality of health services.
Learning outcomes: At the end of this session, students will be able to:
- Explain what is purchasing of health services: “Who are the purchasers?”, “What do we purchase?”, “From whom do we purchase?” and “How do we purchase?”.
- Understand the rationale for purchasing more strategically
- Describe purchasing or payment methods, their advantages and disadvantages.

During this session, students will be exposed to global health financing issues in low-income countries. Students’ contributions will be sought to address these challenges.
Learning outcomes: At the end of this session, students will be able to:
- Discuss the global health financing issues in low-income countries
- Understand the potential solutions available
- Critically discuss the possible solutions

As countries move toward UHC, the need to monitor the performance of the health system goes beyond service delivery and financial management to encompass newer issues such as quality of care, people-centeredness, equity, efficiency, transparency, and resilience. This session will focus on how to assess countries progress to UHC especially in terms of health financing.
Learning outcomes: At the end of the session, students will be able to:
- Assess country’s progress in regards to UHC
- Assess country’s progress towards financial protection
- Describe the different methods used to measure countries’ health expenditures
