learners from poor families are considered as having special educational needs because of the following reasons:
1. learners are unable to get the school fees
2. learners are likely to have feeding problems
3. learners are likely to be in parents conflicts due to ignorance and drug abuse.
4. learners are likely to have mental retardation problems due to unbalanced diet.
5. learners are likely to lack school materials like books, clothes, pads and others.
