1. My name is NKURAYIJA Marcel I am working at the National Council of Persons with Disabilities and I am in charge of Health & Counseling and I didn't study health economics before.

2. Nowadays, performing any project, activity, or un progress it’s required to be healthy, having that health state an economical capacity is necessary. Both the health care system and health economic system go hand in hand.  One of the big challenges national health care systems faces regarding financial sustainability in the system considering the rising demand for health care services and technologies, in a way to ensure access to them as prescribed by the legal and health care guidelines of each country.

Different discussion meetings were conducted much to have a common understanding of health promotion through the working modalities, guidelines, protocols, and recommendations made to promote health. Increasing the knowledge of health economics has looked at the potential of health promotion to reduce the future of health care costs through the avoidance of disease—an area that is still debated with little evidence available to support either side.

To my understanding health economics is very important in the health system because without it nothing can improve in the health domain while that service is needed with many persons in our Low-Income country where aging persons, none communication disease, and other unhealthy conditions need much attention to their health. It is our responsibility as healthcare professionals to combine medical expenses with economic proficiency to help actualize the overall vision of our health systems of delivering equitable, high-quality, safe, and efficient, accessible, and cost effective service.

According Mooney & Drummond, 1982, economics can be used in the national health care system to support the development of health care policies, highlighted the contribution to decision-making in planning health care; the contribution to measuring health, emphasizing the natural value of health; and, finally, the evaluation of costs and benefits from the different alternatives, which are applied at different levels to meet health care needs.

3. With the spread of the global Covid-19 pandemic, discuss the role of health economics principles in the future health system strengthening; it means that the country's taste should revise its health plan and priorities to get into consideration the Covid-19 preventions measures, care, and treatments. As Covid-19 is an outbreak. To demonstrate how this can work, it is helpful to distinguish three overlapping phases of COVID-19 response and their implications for health financing: Emergency response, containment, and recovery.

The immediate health-financing challenge is to mobilize funding for the response. But countries also need procedures and regulations to ensure that resources are used well. Due to covid-19 economic effects, the countries should mitigate and fit in policies exert collateral macro-fiscal effects and public revenues shrink, governments can use fiscal and monetary policy to shore up economies, protect the income of households and firms, and fund public services. The countries should allocate more budget in health sector to mitigate the spread of covid-19 and without forgot other diseases like malaria, none communicable disease and others. More efforts are required to increase resource health system funds and strengthening funds mechanisms in order to sustain the health system in general.
