I think that you are right on the fact that the health sector is in general under funded across the world. There have been commitment in 2001 of African heads of state to allocate at least 15% of national budgets to improving health sector impact. The issue is that Covid 19 has created chaos even for the industrialised countries which have a strong health system. I think that the health system should be assessed in a global perspective and countries sign partnership of assessment on health system preparedness to respond to any future pandemic.
I think that the biggest challenges caused by Covid 19 is its global social and economic consequences which in turn weakens the health system.
